An established and growing UK technology business operating within the highways, asset management and geospatial data sector is expanding its commercial team.
Due to continued growth across the public sector, we are recruiting a Senior New Business Manager – Authorities to drive new client acquisition within English Local Highways Authorities and the wider UK public sector.
The Opportunity
This is a senior, strategic new business role — not a high-volume sales position.
You will take ownership of well-qualified, sales-ready local authority opportunities and progress them through structured governance, procurement and executive sponsorship to secure long-term partnerships.
Success in this role will be defined by your ability to:

Build peer-level credibility with senior stakeholders

Progress complex, multi-stakeholder, long sales cycles
The role is home-based with UK-wide travel and occasional visits to the company’s Northern head office.
Key Responsibilities

Own end-to-end conversion of new UK local authorities from engagement through to contract award

Deliver against individual monthly, quarterly and annual sales targets

Build and manage a robust short-, medium- and long-term pipeline

Navigate governance structures, procurement routes and framework agreements

Shape value propositions aligned to public sector priorities

Prepare and manage proposals, bids, tenders and RFIs/RFQs

Accurately manage CRM records and sales forecasts

Represent the business at sector events and conferences
About You
-
Minimum 5 years’ proven success in new business development within UK local authorities

Experience selling technical, SaaS, data or asset management solutions

Strong understanding of public sector procurement and governance
-
Comfortable operating at senior stakeholder and C-suite level
-
Demonstrable success in long-cycle, complex deal environments

Highly organised, commercially astute and results-driven

Full UK driving licence
Experience within highways, asset management, geospatial technology or road condition surveying would be highly advantageous.
